The Garden of Stars
The Gemeinderat answers to the Garden of Stars. The Bluhenden, Hierarch of Berlin’s Consilium, comes from this cabal, as does her provost Papaverso. Two others, Wister and Delphinia, round out their ranks, but refrain from consilium politics. The known creed of the cabal states a desire to plant seeds among humanity and raise them up “to the stars”. The Bluhenden maintains a public, Sleeper persona by the name of Adelheid Schoenkopf, an upper-class matron engaged in numerous civic foundations.
Despite the authoritarian regimes the city has been subjected to since the days of the Weimar Republic, the Garden’s leadership has been only mildly assertive, and the Gemeinderat’s edicts few. All the same, Frau Schoenkopf’s social trajectory drifted into National Socialist circles, exposing her to charges of collusion in the current day. Whispers persist that she used her access to party officials and civilian luminaries to target her political adversaries, both in the Sleeper realm and in the Gemeinderat. While no established cabal can claim innocence of Nazi crimes, the Garden’s primacy marks them as a scapegoat for the current state of the city.
